Could Participating in National Service Help Fulfill Your American Dream?

It seems more than slightly idealistic to believe that the government would set up individual cash accounts for each citizen to help them fulfill their “American Dream,” yet that is exactly what is being called for by leaders in national service Michael Brown et al in their article "A Call to National Service".  Based upon the principle of reciprocal democracy, the idea that citizens and their government have reciprocal responsibilities to serve and support each other, the proposed National Service American Dream Account (NSADA) would constitute of a $5000 bond invested for each new-born American.  The bond would accrue interest until the child’s eighteenth birthday, at which point they would be allowed to access the money for the purposes of higher education, down payment on a house, entrepreneurial initiative in starting a business or non-profit, or investing in a retirement account.  The one stipulation assigned to accessing this money is one year served by the individual in some form of national service before their twenty-eighth birthday.
